Odessa Police Chief [1999] James Jenkins talks to the children about the efforts of the Odessa Police Department to provide a safe, fun environment to play games and learn. Jenkins brought the Police Athletic League Program to Odessa. The league reaches out mainly to disadvantaged youth to keep them interested in school.
